Proposal on involvement of social partners in the forum

Dear Forum participants,

Proposal on involvement of social partners in the forum - submitted for consideration by the Forum participants - sent on behalf of the Steering Committee of the Eastern Partnership Civil Society Forum

In the course of the coming months, we will be sharing with the Forum participants for consideration and approval important proposals for the future development of the Forum, in particular a Strategic Concept for the Forum. We are now sharing with you a proposal in response to a direct request from Commissioner Fuele to address the involvement of social partners (trade unions and employers' organisations) in the Forum and the Forum's engagement with the European Economic and Social Committee (the EU institution representing the social partners).

The Forum's Steering Committee has decided to submit to the Forum the attached proposal to add to the four working groups ( WG1: Democracy & Human Rights, WG2: Economic Integration, WG3: Environment & Energy, WG4: Contacts Between People) and the national platforms a social dialogue platform - with representation on the Steering Committee for one social partner from the Eastern Partnership country, and one social partner from the EU member-states.

The proposal would involve independent, democratic social partners in the Forum - and the Steering Committee now invites the working groups and national platforms to debate this proposal and to consider if there are independent, democratic social partners in each of the six EaP countries that merit a social dialogue platform.

We encourage debate to take place at the next meeting of each national platform, and the forthcoming meetings of the working groups - and for each platform and WG to formulate a response - for, against, or proposed amendments - and submit this to the Steering Committee through the country facilitators and WG coordinators, so that we can then submit a final proposal to the Forum participants for an email vote ahead of the Poznan annual forum event (so that any decision can already be implemented in Poznan).
