The Judiciary sub-group of WG1 has prepared the following recommendations during its meeting on 6 June 2012 in Brussels:

1. Ensure institutional independence of the Judiciary from the Executive branch, especially limiting the role of the executive branch in the appointment and dismissal of judges;
2. Ensure the independence of individual judges within the judicial system by strengthening self-governance of judges within the system;
3. Ensure a system of checks and balances within the judiciary in order to avoid the concentration of excessive power under one institution and particularly in the hands of a limited group of people.
