Position Paper on European Dialoge on Modernisation with Belarus by the Coordinative Council of the Belarusian National Platform

The Coordinative Council of the Belarusian National Platform has produced a position paper on the European Dialogue on Modernisation with Belarus. In their paper with the title “How to increase the transformational potential of the European Dialogue on Modernisation with Belarusian society?” the representatives of civil society in Belarus express their position on the current status, problems and prospects of the Dialogue. They reaffirm their full support for the Dialogue, but draw attention to the need to make changes.

They identify the main problems and obstacles of the European Dialogue as: its strategic uncertainty, the absence of the subject of communication in the Dialogue from the Belarusian side, the weak engagement of public stakeholders in the Dialogue, the problem of competence and the non-participation of the state. Their recommendations include concrete steps to be taken at the level of EU member states, the European Commission, the European External Action Service and at the level of the governance structure of the Dialogue in order to improve the Dialogue.
